Door Duty: Daniel Ercolini and Ted Smith * * * * * * * * * Program of February 27, 2004 George Harris The ever succinct Mark Howe introduced our speaker, School Board Member(and President this year?) George Harris. George was scheduled to talk on the subject of Measure J, the parcel tax
to benefit the school district. George asked for a show of hands of who was
"undecided" about the measure - when no hands went up he concluded he didn't
need to try to persuade the group on how to vote. Instead he focused on
the state of the WCCC School District. George was elected to the School Board in 1999 and will stand for reelection in November. He commented that he has seen many changes since '99. The biggest change is the District accountability procedures that are now in place. In '99, 16 of 39 schools scored under 500 in test scores. Peres and several other schools were in the bottom 100 of schools state-wide. Today, no schools are scoring below 500. In '99 four District schools were scoring 700 or above. Today 14 schools are scoring in that range. George's conclusion: effective mechanisms are now in place to improve educational opportunities within the District. George noted that elementary school success is critical, because it is where kids capture the skills that will make them life-long learners. George described education finance as "In a word, a mess". The District has a $22 million budget deficit. The State system for funding Districts on a per student basis doesn't put the money where it is most needed. Some locations (Dublin) receive considerably more per student per day than others (Richmond). Measure J will require a 2/3 vote for approval as a special tax. If successful, it will raise $7 ½ million, and will expire at the end of 5 years. The School Board will focus these funds on: (1) maintaining small class size; (2) maintaining the counseling system; (3) providing adequate textbooks and learning materials; (4) improving custodial services and school cleanliness; and (5) library support. If the measure is not successful on the ballot, even more onerous budget cuts will be necessary. George Harris is articulate about the needs of the District, and a dedicated public servant. ` Last Week Prez Stoney started the meeting with a Silent Prayer for Freedom and Peace on Earth, and John Nicol led the Pledge. There was a "Eureka, I have found them", and reading glasses in hand, the Prez gave the Thought for the Day: "Let us reform our schools, and we shall find little reform need in our prisons" - John Ruskin 1819-1900.. Visiting Rotarians Rudy Donofrio was visiting from the Oakland Sunrise Club. Rudy is a private investigator and announced his club's upcoming auction in which the grand prize will be a vacation in Hawaii. Doreen Covell was visiting from the Pinole Club - she was being hosted by Hank. Rotarians With Guests Betty Hardison was here a second week in a row, still hoping to catch Judy Hart's presentation on Rosie the Riveter National Park. I hope you can make it 3 weeks in a row Betty - we seem to be getting closer. Betty was either the guest of Don or Jan Brown, or maybe both. Sunshine Report David K reported that Dr. Werner is under the weather with a leg problem. Get well soon Werner. Dan donated it to the Club c/o the Prez. Joanne Blum had a happy $5 to recognize Kaiser's contribution to Project SEED that will benefit Peres Elementary. Josh Genser was happy that George Harris was our speaker, and for the $100K Gates Foundation grant, matched by the Department of Education $100K grant, to benefit the WCCC School System. Leslie Levy won a sweet case in a sweet way, and is excited about the upcoming Rotary Auction Dinner Party in March(so is your scribe). Herb Cole is happy to be taking care of grandkids this coming August - our Prez less so since he understood Herb was going to be taking over the podium during that time. Rich Brandes announced son Nick making career plans to attend the Berklee School of Music, honing his culinary skills at Taco Bell in the mean time. Presidential Announcement. Prez Stoney talked on the importance of bringing new members into the Club. He asked each of us to bring a prospective member to a future meeting, and especially to consider those members who may benefit from the looser membership rules now in place. More members mean a bigger war chest, which means Rotary can do more for Polio Plus and other campaigns.
